Restarting your Cloud PC is easy and can solve most issues. This can only be done while connecting to your Cloud PC via one of these methods: Web Client (at https://windows365.microsoft.com/) or the Windows App.
Once signed in, the Cloud PC can be restarted with only two steps whether you're on the web version or the Windows App.
